CONSUMER HEALTH DATA PRIVACY POLICY

(WASHINGTON & NEVADA)

This Consumer Health Data Privacy Policy explains how Friends of Israel Scouts, Inc., doing business as Tzofim North America (“Tzofim,” “we,” “us,” or “our”), handles your child’s health information - what the Washington My Health My Data Act (RCW 19.373) and the Nevada Consumer Health Data Privacy Law (SB 370) call consumer health data - and the rights available to you. It applies to your child’s health information if your child is a Washington or Nevada resident, or if the information is collected in those states. This policy is separate from, and in addition to, our general Privacy Notice.

Because our programs serve children, the health information we handle is provided by, and the rights described below are exercised by, the participant’s parent or legal guardian. In this policy, references to “you” mean the parent or legal guardian acting on a participant’s behalf, and references to “your child” mean the participant. Where a participant is an adult, these rights belong to the participant.

The health information we collect

We collect your child’s health information only for participants enrolled in programs that require it - principally our camp and travel programs. The categories are:

  • Allergies.

  • Medications (including dosage and administration information).

  • Medical conditions and diagnoses relevant to safe program participation.

  • Dietary restrictions related to health.

  • Immunization and vaccination information (for travel programs).

  • Health insurance information.

  • Emergency medical information and related emergency-contact details.

Where the health information comes from

We collect this information from:

  • The participant’s parent or legal guardian, who provides it on our medical, registration, and authorization forms.

  • Where a program requires medical clearance, the participant’s treating physician or healthcare provider (for example, on a signed medical-clearance form).

How we use the health information

We collect and use your child’s health information only to:

  • Protect the health and safety of participants during camp and travel programs.

  • Respond to medical situations and emergencies.

  • Accommodate allergies and dietary restrictions.

  • Determine medical eligibility or clearance for participation.

  • Coordinate health-related needs for travel programs, including required vaccinations and travel medical arrangements.

We do not use this health information for advertising or targeted advertising, and we do not use it for any purpose other than those described above.

The health information we share

When sharing is necessary for the purposes above, we share the relevant parts of your child’s health information - allergies, medications, medical conditions, dietary restrictions, immunization information, and emergency medical information. We share only the information necessary for the specific purpose.

Who we share your child’s health information with

We share your child’s health information only as needed to deliver the programs your child is enrolled in and to respond to medical situations and emergencies, and only with the people and organizations involved in providing that care or support. We share only the information necessary for the specific purpose. The specific individuals involved - for example, the counselor, nurse, doctor, or emergency responder for a given program or incident - vary from program to program and cannot be identified in advance, so we describe them here by category:

  • Tzofim staff, counselors, and volunteers who run the programs and need the information to keep participants safe - for example, a counselor who needs to know about a child’s allergy before an activity.

  • Medical and care personnel engaged to support a specific program or trip, such as a nurse or doctor who accompanies a program, and who may differ from program to program.

  • Emergency responders and emergency medical providers, in the event of a medical emergency.

  • The Israeli Scouts Movement (Tnuat Hatzofim) in Israel, to coordinate participant health and safety on in-Israel programs.

  • Service providers that host or process this information on our behalf under contract, and only on our instructions.

Much of this involves people acting on our behalf to deliver the program, or care that is necessary to provide the program you requested. Where your consent is needed for sharing, we obtain it from the parent or guardian when you register your child. We do not share this health information for any other purpose, and we do not sell it.

We do not sell your child’s health information

Tzofim does not sell your child’s health information and will not sell it. We do not exchange it for money or other valuable consideration.

Third-party tracking

We do not allow third parties to collect your child’s health information through our website. No third-party advertising or tracking technologies collect this health information across our website or other websites or online services.

Your rights under Washington and Nevada law

If your child is a Washington or Nevada resident (or you are a Washington or Nevada resident exercising your own rights), you have the right to:

  • Confirm whether we collect, share, or sell your child’s health information, and access that information.

  • Receive a list of the third parties with whom we have shared your child’s health information.

  • Withdraw your consent to our collection and sharing of your child’s health information.

  • Have your child’s health information deleted, including from our backup and archived systems, subject to the limited exceptions permitted by law.

We will not discriminate against you for exercising these rights. However, certain programs - in particular our camp and travel programs - depend on this information to keep participants safe. If you withdraw consent for, or request deletion of, a participant’s medical, allergy, dietary, or emergency information, we may be unable to provide a safe and healthy environment for them and, as a result, the participant may not be able to take part in those programs.

How to exercise your rights

To submit a request, contact us using the details below. To protect the participant’s information, we will verify your identity as the parent or legal guardian (or as the participant) before acting on a request. We will respond within 45 days of receiving your request. For deletion requests, we will respond within 30 days and will ask any third parties holding the data to delete it as well. When reasonably necessary for non-deletion requests, we may extend the 45-day period by an additional 45 days and will notify you of the extension and the reason before the first 45-day period ends.

If we deny your request, you may appeal by contacting us at the same address. If your appeal is denied, Washington residents may submit a complaint to the Washington State Attorney General (www.atg.wa.gov/file-complaint), and Nevada residents may submit a complaint to the Nevada Attorney General (ag.nv.gov).

Changes to this policy

We may update this policy from time to time. If we make a material change to how we collect, use, or share your child’s health information, we will update this policy and revise the “Last updated” date above.
